Another angle: the PlayStation was available in Spain, so there were Spanish versions of games. Some games might have European releases with Spanish language options. Maybe these ROMs are copies of those Spanish versions. So the iPSX pack would allow users to run those games with the Spanish language. However, the user still needs to have the original discs or purchase them to create the ROMs legally.
